The 1.0 EcoBoost plugs are expensive compared to older cars plugs. But at about £30 for the 3, that does seem like a high labour charge! The reason for changing on time as well as distance is that they're obviously still working while idling or slow speed traffic etc, and if they're left too long they can seize into the head.
What is the Ford service interval for the plugs? I noticed on the PumaSpeed website that they recommend changing the 1.0 ecoboost engines plugs every "12-15k for high boost engines, 20k for stock motors". I have 28k of Very hard miles on my 1.0 focus of which 7k have been with a superchips maps.

Serv after 2 years or 18,000 miles whichever occurs first = pollen filter and oil and filter - oil can be left (I wouldn't) depending on oil life monitor (which I assume you access in the instrument panel). 4 years or 36,000 mls whichever soonest, is pollen filter, air filter, spark plugs, oil and filter.
